1. Where is the Municipal Hall located?

Our Municipal Hall is located at Brgy. Poblacion, Pilar, Capiz, Philippines. Office hours are from 8:00 AM to 5:00 PM, Monday to Friday.


2. How can I apply for a business permit online?

Our municipality now uses the Integrated Business Permits and Licensing System (iBPLS). Business owners can apply, renew, and pay for their business permits online.

Steps to apply:

  1. Visit the official iBPLS portal: https://bpbc.ibpls.com/pilarcapiz/
  2. Create an account or log in.
  3. Fill out the application form.
  4. Upload required documents.
  5. Wait for the assessment and tax order of payment, which will be sent to your registered email.
  6. Pay online or on-site (if applicable).
  7. Download your approved permit once notified.

3. Where can I request for a certified true copy of my birth certificate or marriage certificate?

Civil registry documents can be requested at the Municipal Civil Registrar’s Office. Please bring a valid ID and pay the corresponding fee. You may also process this via PSA Serbilis online if preferred.


4. How do I avail medical services from the Rural Health Unit (RHU)?

Our RHU provides basic medical consultations, immunizations, maternal care, and medication distribution. Visit during office hours or contact the RHU for schedules of medical missions and outreach programs.


5. Where can I get assistance for social welfare or livelihood programs?

You may proceed to the Municipal Social Welfare and Development Office (MSWDO). They offer assistance for:

  1. 4Ps
  2. Senior citizen concerns
  3. Livelihood training
  4. Emergency financial assistance

Just bring valid identification and any applicable supporting documents.


6. How do I report calamities or request rescue assistance?

For emergencies or disaster-related concerns, contact the Municipal Disaster Risk Reduction and Management Office (MDRRMO) at 09464415536 or visit their office at the Municipal Hall.


7. Where can I find copies of Municipal Ordinances, Resolutions, and Executive Orders?

You can view and download official documents under the Local Legislation section of this website. It includes:

  • Municipal Ordinances – Local laws passed by the Sangguniang Bayan.
  • Resolutions – Statements of position or decisions made by the council.
  • Executive Orders – Issued by the Municipal Mayor for specific administrative functions.
